WATCH: Sen. Marshall Willing to Launch “Talking Filibuster” to Pass SAVE Act
In an interview on One America News, Senator Roger Marshall said he is willing to go as far as launching a “talking filibuster” in order to advance the SAVE America Act—a bill that would require proof of citizenship to vote in federal elections.
During the interview, Marshall made clear that the issue at the center of the debate is election integrity.
“The integrity of elections is paramount. It’s the bedrock of a democracy,” Marshall explained.
Marshall pointed out that public support for voter identification is overwhelming across the political spectrum. Roughly 70% of Democrats, about 80% of independents, and more than 90% of Republicans support voter ID laws.
In other words, Marshall described the issue as an “80–20 issue” that should easily pass Congress if lawmakers were following the will of the voters.
Instead, Democrats in the Senate continue to block the legislation.
The senator framed the debate around a simple question: Why won’t ten Democrats cross the aisle and support voter ID?
Marshall emphasized that disagreements about details within a bill are normal in the legislative process. Amendments and negotiations are common in Washington. What he finds difficult to understand is the refusal by Senate Democrats to support the core principle of verifying citizenship before voting.
The SAVE America Act would strengthen trust in the electoral system at a time when confidence remains low, especially as the midterms approach.
Marshall cited polling showing that roughly 60% of Americans lack full confidence in U.S. elections. While some critics dismiss those concerns as perception rather than reality, the senator said perception matters in a democracy.
If voters do not trust the system, the legitimacy of elections begins to erode.
The SAVE Act attempts to address that issue by requiring proof of citizenship when registering to vote and by standardizing voter identification requirements nationwide.
But the legislation faces a major obstacle: the Senate filibuster.
Marshall indicated that momentum exists among some Republicans to push harder for the bill, but acknowledged that the math in the Senate remains difficult. Without Democrat support, reaching the 60 votes needed to overcome a filibuster is unlikely.
That reality has sparked discussion about whether Republicans should pursue a so-called “talking filibuster,” a procedural change that would force senators blocking legislation to physically remain on the Senate floor speaking continuously in order to maintain their objection.
Marshall said he would be willing to pursue that route if necessary.
The idea harkens back to classic Senate moments such as the filibuster depicted in the film Mr. Smith Goes to Washington, where a senator must literally keep speaking to sustain a blockade.
However, many lawmakers remain cautious about changing the rules.
Some Republicans worry that weakening the filibuster today could backfire when Democrats regain power in the future. The filibuster traditionally serves as a tool allowing the minority party to slow or block legislation passed by the majority.
That concern has made some GOP senators hesitant to alter the Senate’s procedural structure—even for legislation as politically popular as voter ID.
Despite those challenges, supporters of the SAVE Act argue that the proposal reflects basic common sense.
Requiring proof of citizenship for federal elections mirrors rules already used for many everyday activities, from obtaining a driver’s license to applying for government benefits.
Advocates also argue that clear voter verification rules could help restore trust in elections after years of political controversy.
Marshall stressed that the broader debate should not be about partisan advantage. Instead, he said the focus should remain on preserving the credibility of American elections.
